Schutz und Förderung von Schwalben und Mauerseglern in der Flurneuordnung

Moderne Flurneuordnungen, wie sie heute durchgeführt werden, haben nicht nur zum Ziel, die landwirtschaftliche Bewirtschaftung zu erleichtern (z.B. durch Zusammenlegung der Eigentums- und Pachtflächen, Vergrößerung der Schläge und Wirtschaftswegebau), sondern sorgen auch dafür, dass die Lebensbedingungen unserer heimischen wildlebenden Tiere und Pflanzen in Feldflur und Dörfern erhalten bleiben und durch zielgerichtete Hilfsmaßnahmen unterstützt werden.

Sowohl im ökologischen Gutachten zur jeweiligen Flurneuordnung als auch in anderen Kartierungen gibt es Aussagen und Hinweise, wie wir unseren bedrohten Tier- und Pflanzenarten helfen können. Durch landschaftspflegerische und wasserwirtschaftliche Planungen werden Lebensstätten und Lebensräume geschont, geschützt oder neu geschaffen. Flurneuordnungsplanung und Bodenmanagement bewirken, dass Interessenkonflikte sozialverträglich ausgeräumt und die notwendigen Biotopflächen in öffentliches Eigentum oder in sonstige geeignete Hände gelangen.

Hilfsmaßnahmen für Schwalben und Mauersegler im Rahmen der Flurneuordnung lassen sich beispielhaft folgendermaßen realisieren:
  • Erhaltung und Neuanlage von Graswegen und unversiegelten Platzflächen,
  • Erhaltung und Neuanlage von naturnahen Lebensräumen, besonders Feuchtbiotope,
  • Erhaltung und Entwicklung naturnaher Fließ- und Stillgewässer,
  • Erhaltung und Neugestaltung von vielfältig gestalteten und genutzten Ortsrändern,
  • Berücksichtigung bei Neu- und Umbau von landwirtschaftlichen Gemeinschaftsanlagen (z.B. Maschinenhallen),
  • Schaffung von Ersatzbrutstätten (Schwalbenhäuser).
Solche Hilfe kostet natürlich häufig auch Geld, das je nach Maßnahme über Mittel der Flurneuordnung (Gemeinschaftsaufgabe des Bundes und der Länder zur Verbesserung der Agrarstruktur) oder über Drittmittel (z.B. der Kommune) bereit gestellt werden kann.
